$500M Utility Upgrade Project at Portsmouth Naval Shipyard Announced
The U.S. Navy is launching a $500 million-plus utility upgrade project at Portsmouth Naval Shipyard, which includes a new 2.5 million-gallon water tank. This initiative aims to enhance utility infrastructure in Kittery, Eliot, and York, ensuring resilience for future naval operations.

The Navy's $500 million utility upgrade project at Portsmouth Naval Shipyard will introduce a new 2.5 million-gallon water storage tank and enhance infrastructure in Kittery, Eliot, and York. The project, titled 'P-1080 Power Reliability and Water Resiliency Project,' includes expanding the Kittery Water District's Boulter Pond facility from five to seven million gallons per day and upgrading electrical systems in collaboration with Central Maine Power, with completion targeted by 2029.
Construction is anticipated to commence by the end of this year and is expected to conclude by 2031 for water-related work. These upgrades are critical for supporting advanced Navy submarine operations and ensuring reliable utility systems. The project has no financial impact on local ratepayers, as costs will be covered by federal funding.
