The total estimated cost of the project is $58.3 million. The current system, over 30 years old, supports over 146,000 notaries public and is being replaced to integrate with modern technology and comply with Senate Bill 696, which requires online capabilities for notaries by 2030.

The business analysis phase was approved in August 2022, with an alternatives analysis phase to follow in July 2024. The new NAP system is also required to comply with Senate Bill 696, mandating full online capabilities for notaries by 2030.
