Cebu City Councilor Advocates for Project Oversight Committee for Carbon Market Redevelopment
Cebu City Councilor Joel Garganera has called on the Mayor's Office to appoint members of the Project Oversight Committee (POC) for the Carbon Market Redevelopment Project, as outlined in a 2021 Joint Venture Agreement with Megawide Construction Corp. Garganera also proposed a joint inspection with vendor leaders to validate the vendor list and address concerns over displacement during the redevelopment. The POC, consisting of seven members, will ensure compliance and stakeholder communication.

Councilor Joel Garganera is urging the Cebu City Mayor to form the Project Oversight Committee (POC) for the Carbon Market Redevelopment Project, mandated by a 2021 Joint Venture Agreement with Megawide Construction Corp. The committee will monitor project compliance and address vendor issues.
Garganera proposed a joint inspection with vendor associations to validate the vendor list, estimated at 6,000. He emphasized the need for the POC to ensure transparency and accountability, while also addressing vendors' relocation concerns.
The POC will consist of seven members, with appointments made annually. Previously, Mayor Nestor Archival blocked a fee collection plan by C2W due to the absence of the POC.
