Chinese Academy of Sciences' Role in National Science Strategy and Military Ties
China's government aims to enhance its global science and technology standing in the next five years, with the Chinese Academy of Sciences (CAS) playing a pivotal role. CAS’s significant budget, combined with its operational model, positions it uniquely in supporting both commercial enterprises and military applications.

The Chinese Academy of Sciences (CAS) is expected to drive China's science and technology strategy over the next five years, with a budget for research anticipated at 144.7 billion RMB (approximately $21 billion) in 2026. CAS's annual business revenue has risen significantly, reaching 71.3 billion RMB ($10.3 billion), with its operations encompassing various subsidiary institutes that foster commercial ventures from scientific breakthroughs.
CAS has strong ties to the Chinese military, with 17 of its institutes identified as core defense partners, which has implications for U.S. sanctions against 11 of these institutes since 2022. The lack of transparency regarding CAS's military affiliations raises concerns about its influence in global scientific endeavors.
