Croatia Launches €1.68bn Climate Social Plan for Vulnerable Households and Small Businesses
On February 20, Croatia's government unveiled a €1.68bn Social Plan for Climate Policy targeting vulnerable households and small businesses for the period 2026-2032. The plan, presented by Environment Minister Marija Vučković, will be financed through the EU's Social Fund, including €1.26bn from the new emissions trading system and €420mn in national co-financing. It encompasses 12 measures including housing renovations, electric vehicle purchases, and the establishment of energy communities.

Croatia's government announced a €1.68bn Social Plan for Climate Policy on February 20, aimed at vulnerable households and small businesses from 2026 to 2032. Environment Minister Marija Vučković stated that the plan will be financed by the EU's Social Fund for Climate Policy, incorporating €1.26bn from the emissions trading system (ETS2) and €420mn in national funds.
Key measures include renovating over 5,000 family houses, investing in affordable housing, purchasing 80 electric buses, and developing energy communities. The initiative seeks to enhance energy efficiency while supporting the most vulnerable citizens.
