As of the May 2026 deadline, none of the 27 EU member states have fully incorporated the revised EPBD into national law. Currently, only a third of these countries have initiated the legislative process, with 56% still engaged in public consultations.

A recent market analysis by EY-Parthenon highlights that actual building performance is significantly lagging behind necessary targets, with the EU Buildings Climate Tracker indicating a mere 19.2 points on a scale where 28.1 points is required for climate neutrality by 2030.
The analysis reveals that structural modernization efforts are insufficient, focusing primarily on hardware rather than necessary software solutions. The EPBD mandates the implementation of Building Automation and Control Systems (BACS), which can reduce energy consumption by 10-30%.
