EPO Expands User Engagement Program to Universities and Research Organizations in 2025
The European Patent Office (EPO) is expanding its user engagement program to include universities and public research organizations as part of its Quality Action Plan 2025. This initiative aims to gather feedback on patent processes and the Unitary Patent, while also addressing the impact of artificial intelligence and quantum computing. A recent study highlighted a significant increase in patent applications from research organizations, emphasizing their importance to European competitiveness.

The European Patent Office (EPO) is enhancing its user engagement program as part of the Quality Action Plan 2025, targeting universities and public research organizations (PROs) alongside industry players. Feedback from these groups is informing improvements for the Quality Action Plan 2026.
Strategic discussions during recent meetings focused on patent processes, communication with examiners, the Unitary Patent, and the influence of artificial intelligence and quantum computing. A recent EPO study indicates that patent applications from PROs nearly doubled from 2001 to 2020, underscoring their role in European competitiveness.
The Unitary Patent was highlighted for its potential to expand geographical reach while reducing costs. The EPO also introduced the Modular Intellectual Property Education Framework (MIPEF) in 2023 to enhance IP education in universities and discussed the Young Professionals Programme for skill development.
