EU Proposes 90% GHG Reduction Target by 2040 Amid Climate Policy Revisions
The EU has proposed a 90% net reduction in greenhouse gas emissions by 2040, with an agreement expected by December 2025. The plan includes a review of the EU ETS in 2026 to integrate carbon removals, an expansion of the Carbon Border Adjustment Mechanism to 180 additional products starting January 2028, and a fund to support EU manufacturers while promoting the use of scrap in production to further reduce emissions.

The EU aims for a 90% net reduction in GHG emissions by 2040, with an agreement reached in December 2025. The target allows up to 5% contribution from international carbon credits. The EU ETS review planned for 2026 will assess integration of carbon removals.
The CBAM will expand to 180 additional products, with implementation starting January 2028. A fund will support EU manufacturers and simplify operations for domestic companies. The use of scrap in production is promoted to reduce emissions.
