European Commission Proposes New Own Resources for EU Budget 2028-2034
The European Commission proposed five new own resources for the EU budget as part of the Multiannual Financial Framework (MFF) for 2028-2034, launched on July 16, 2025. Key proposals include resources based on the EU ETS, CBAM, and CORE. The implementation of these resources is prioritized, focusing on quicker mobilization of the Commission's proposals. Political acceptance is expected to be highest for the CBAM resource, while further resources related to aviation, shipping, cryptocurrencies, and net wealth are planned for post-2034.

On July 16, 2025, the European Commission proposed five new own resources to enhance the EU budget for the 2028-2034 Multiannual Financial Framework (MFF). The proposals focus on resources linked to the EU ETS, CBAM, and CORE, aiming for quicker implementation.
Political acceptance is anticipated to be highest for the CBAM-based resource, while TEDOR and e-waste resources may face challenges due to budget impacts on member states. Additionally, further tax-based resources related to aviation, shipping, cryptocurrencies, and net wealth are being prepared for future MFFs. A draft of this policy was initially presented to the EU Investment Capacity Group 2025 in November 2025.
