France Launches Heatwave Preparedness Plan for Homes and Urban Areas
The French government has announced a new plan to enhance home resilience against rising summer temperatures, as forecasts predict a +4C increase by 2100. Key measures include renovations in co-owned buildings, tax reductions on heat pumps, and mandates for social housing assessments.

The French government's new climate action initiative aims to prepare homes for increasing heatwaves, focusing on shared buildings. Key aspects include lowering VAT on air-to-air heat pumps from 20% to 5.5% and modifying co-ownership renovation rules to allow a simple majority for approvals.
Furthermore, social housing providers are required to assess tenants' summer vulnerability. Despite these efforts, the fondation pour le Logement des défavorisés criticized the plan as lacking ambition, highlighting that over five million homes already suffer from overheating. With rising temperatures, the urgency for effective adaptation strategies remains paramount.
