Hillsborough Considers 7.5% Water and Sewer Rate Increases Over Three Years Due to Storm Damage
The Town of Hillsborough is considering a 7.5% increase in water and sewer rates over the next three fiscal years to address higher operating costs and debt obligations, exacerbated by damages from Tropical Storm Chantal. Raftelis, a local government consulting firm, noted that maintenance costs have risen by 20% and recommended a new rate structure that includes usage-based charges and flat fees. Hillsborough is also awaiting federal reimbursements for disaster mitigation projects.

Hillsborough is evaluating a 7.5% increase in water and sewer rates over three fiscal years to manage rising operating costs and fulfill debt obligations. The recommendation follows damages from Tropical Storm Chantal, which caused significant flooding and infrastructure damage, including the river pump station.
Raftelis reported that maintenance costs are up 20% compared to the previous fiscal year. The proposed rate structure aims to introduce usage-based charges along with flat fees. Hillsborough officials are also seeking federal reimbursements for disaster mitigation projects to relocate critical water infrastructure from flood zones.
