India's Parliamentary Committee Proposes Measures for Hydropower Development
A parliamentary committee has proposed measures to expedite hydropower project development in India, emphasizing stricter oversight and climate risk assessments. The recommendations aim to enhance monitoring and support for new projects, including viability gap funding.

The parliamentary committee recommends stricter oversight for hydropower projects facing cost or schedule overruns, with a proposed quarterly optimization framework for variances exceeding 20%. NHPC is urged to stick to the June 2026 timeline for Teesta-V and provide monthly progress reports.
The committee has also suggested a climate risk assessment framework for both operational and under-construction projects and extending early warning systems to NHPC's joint ventures. Additionally, it advocates for a 70-75% consent threshold from local communities for large projects and early compliance with the Forest Rights Act during pre-feasibility studies. These measures may lead to improved project efficiency and community engagement.
