Industrial Decarbonization Faces Structural Challenges Despite Funding Availability
Decarbonization in the industrial sector is hindered by structural issues, not just funding. The EU and national frameworks provide substantial financial support, yet the complexity of transforming existing industrial assets complicates progress.

In 2023, the industrial sector accounted for 17% of France's territorial emissions. While various public funding initiatives, including the Clean Industrial Deal and France 2030, are in place to support industrial decarbonization, transformation remains slow due to structural challenges.
High capital expenditures, technological uncertainties, and regulatory fluctuations contribute to this complexity. The European Carbon Border Adjustment Mechanism (MACF), effective January 1, 2026, aims to regulate emissions while maintaining competitiveness.
Future success will rely on a comprehensive risk-sharing strategy involving public and private investments, as well as a coordinated territorial approach. The upcoming decade will emphasize the ability to align capital with the necessary technological and temporal frameworks for effective decarbonization.
