Italy Implements Minimum Energy Performance Requirements for Non-Residential Buildings with BACS Mandate
Italy's Interministerial Decree 'Minimum Requirements,' effective June 3, 2026, mandates that non-residential buildings with thermal systems exceeding 290 kW must install building automation and control systems (BACS) of at least Class B by January 1, 2025. This decree, part of a broader effort to implement the EU Directive 844/2018, aims to enhance energy efficiency and reduce fossil fuel dependence, requiring BACS installations to have a payback period of under six years without external incentives.

The Italian Interministerial Decree 'Minimum Requirements' published on December 5, 2025, updates energy performance requirements for buildings, focusing on building automation and control systems (BACS) of at least Class B. The decree will take effect 180 days after publication, on June 3, 2026, following a 7-year process to implement the EU Directive 844/2018 (EPBD III).
Non-residential buildings with thermal systems over 290 kW must be equipped with BACS by January 1, 2025. This requirement extends to energy efficiency renovations, marking a significant expansion from previous regulations.
The new decree establishes that the simple payback time for BACS installations must be under 6 years without external incentives. The decree aims to enhance energy efficiency and reduce reliance on fossil fuels in the building sector.
