Italy's Maritime Sector Faces Challenges Amidst Regulatory Changes
Italy leads the EU in short sea shipping, with 304 million tons in 2024, but global competitiveness remains a concern. As the industry adapts to regulatory shifts like the EU ETS and FuelEU Maritime, challenges include infrastructure, skilled labor shortages, and financial pressures.

In 2024, Italy topped the EU with 304 million tons of short sea shipping, representing 15.6% of European totals. The sector is under pressure from various factors, including the upcoming EU ETS and FuelEU Maritime regulations, which aim to reduce greenhouse gas emissions.
By January 2025, Italy had 533 merchant vessels under its control, accounting for only 0.5% of global capacity, highlighting limited global competitiveness despite strong regional specialization. The competition from Mediterranean ports and global shipping giants necessitates a strategic overhaul for Italian shipowners, who face risks from stranded assets and regulatory uncertainties. The transitional costs and technological upgrades required for compliance will impact profitability and operational viability.
