KenGen Ordered to Clarify Tender Process for 6.38 Million Carbon Credits After Sintmond Group Challenge
Kenya Electricity Generating Company (KenGen) has been directed by the Public Procurement Administrative Review Board (PPARB) to clarify issues raised by Sintmond Group Limited, which lost a Sh2.5 billion tender for 6.38 million carbon credits. In a ruling on January 9, 2026, the board criticized KenGen for not responding to Sintmond's letter from September 2025, which denied the bidder a chance to be heard.
The board mandated KenGen to issue a formal response within seven days and to finalize the tender with the selected bidder, Munja Trading Limited in partnership with Marwil Energy Holding AS. The dispute has been addressed multiple times by the PPARB, which previously nullified the tender and dismissed Sintmond's application in October 2025. The High Court later found that Sintmond was denied a fair hearing, as its request for information was not adequately addressed during the due diligence phase.
