Kier, Graham, and Sisk Secure £1bn Framework for England's Concrete Road Reconstruction
Kier, Graham, and Sisk have been awarded a six-year framework by National Highways to rebuild England's concrete roads, valued at nearly £1bn. The Legacy Concrete Roads Reconstruction framework, running from 2026 to 2032, aims to address around 400 miles of aging concrete roads, primarily constructed in the 1960s and 1970s. This shift from patch repairs to full reconstruction will enhance road safety and sustainability while prioritizing lower-carbon practices.

Kier, Graham, and Sisk have secured a six-year, nearly £1bn Legacy Concrete Roads Reconstruction framework from National Highways, scheduled from 2026 to 2032. The framework targets around 400 miles of 'legacy' concrete roads, focusing on full reconstruction rather than patch repairs.
It includes demolition, new pavement construction, and traffic management. The plan emphasizes sustainability through carbon capture and the recycling of materials. This framework replaces a £400m previous arrangement and aligns with the Road Investment Strategy periods RIS3 and RIS4, enhancing road safety and resilience.
