Namibia Dismantles Payroll Deduction Management System, Introduces Manual Helpdesk
Namibia has dismantled its Payroll Deduction Management System (PDMS), which linked government payroll to banks in real time, affecting over 100,000 civil servants. The Ministry of Finance confirmed in January 2026 that no digital replacement is available, instead introducing a manual 'PDMS Helpdesk' reliant on mobile phones and human discretion.
This shift follows an abrupt announcement in August 2025 to discontinue payroll deduction codes without stakeholder consultation, resulting in industry and employee concerns. The transition from automation to manual processes is expected to slow processing times, reduce transparency, and increase costs, potentially limiting access to credit for low-income workers.
As Namibia aims to become an ICT powerhouse by 2030, the move undermines its credibility and ability to attract investment in emerging sectors like oil and gas.
