NEOM Cancels 150,000 cm/d Moonlight Desalination Plant Plans
NEOM has cancelled the 150,000 cm/d Moonlight desalination plant project on the Red Sea Coast, following a failure to award contracts in 2025. This cancellation is part of broader restructuring efforts by NEOM and signifies a strategic shift in Saudi Arabia's construction sector.

The planned Moonlight seawater reverse osmosis desalination plant, capable of producing 150,000 cubic meters per day, has been officially cancelled by NEOM. Initially tendered in 2024, the project received four bids but did not advance to contract award by 2025.
The project was designed to complement an existing 125,000 cm/d facility at Duba and was expected to be completed within 12 months. NEOM is not retendering the project under a new scope, indicating a significant change in its development strategy.
Additionally, NEOM previously cancelled another renewable-energy-powered desalination project, which was to produce 500,000 cm/d. The cancellation reflects a pivot away from prestige-driven construction initiatives in Saudi Arabia.
