The Philadelphia Gas Commission has delayed a vote on PGW's proposal for a new liquefied natural gas plant in Port Richmond, which aims to increase production capacity from 2.2 to 3.2 billion cubic feet annually. The proposal, part of PGW's 2027 capital budget, faced opposition from the commission's staff and the Public Advocate, citing potential overcapacity and unnecessary debt for customers.
PGW is also exploring a public-private partnership to fund the project, which could eliminate the need for the $182 million capital request. The outcome of this decision could impact system reliability and customer costs during high-demand winter months.
