Philippines Implements Roadmap for Voluntary Forest Carbon Market (2026-2030)
The Philippines has adopted a strategic framework to establish a high-integrity voluntary forest carbon market from 2026 to 2030. Developed with support from the UNDP, the roadmap aims to align forest restoration initiatives with climate goals while promoting sustainable livelihoods. Key priorities include creating a policy framework for carbon rights, developing a National Forest Monitoring System, and ensuring fair benefit-sharing with local communities. The initiative will be overseen by the DENR and aims to attract investment in forest carbon projects.

The Philippines has adopted a roadmap for a Voluntary Forest Carbon Market (VFCM) for 2026-2030, aiming to enhance the economic value of forest carbon while achieving climate goals. The Department Administrative Order by the DENR outlines priorities such as establishing a policy framework for forest carbon rights, creating a National Forest Monitoring System, and resolving jurisdictional overlaps.
The initiative promotes fair benefit-sharing with local communities and Indigenous Peoples. It will be implemented with technical support from the UNDP and is set to take effect 15 days after publication, following consultations with various stakeholders.
