Proposal for New Carbon Reporting Office in Britain
Energy Systems Catapult urges the UK government to establish a Carbon Reporting and Innovation Office to streamline carbon accounting. This initiative aims to enhance data quality, reduce costs for businesses, and support low carbon market competitiveness.

Energy Systems Catapult advocates for the establishment of a Carbon Reporting and Innovation Office within the Financial Reporting Council to address the fragmented nature of current carbon accounting practices. The proposed office would professionalize the sector, improving the quality of emissions data and reducing the administrative burden on businesses, which currently face a complex mix of reporting requirements.
It is estimated that the office could be operational within 12 to 18 months, employing 30 to 50 staff and requiring an annual budget of £2m to £5m, funded by a sector levy. Enhanced emissions data would facilitate better government policy and support mechanisms like the Carbon Border Adjustment Mechanism, while providing a digital data exchange to streamline reporting processes.
