Putin emphasized the need for the Russian Armed Forces to utilize indigenous technological solutions, which also applies to the civilian sector. Progress has been noted, including the opening of a photonics center aimed at producing advanced integrated circuits.

He called for intensified efforts to establish a domestic microelectronics platform and improve management efficiency in electronics development. An interagency commission is proposed to facilitate decisive actions in this area, with First Deputy Prime Minister Denis Manturov and Aide to the President Andrei Fursenko suggested as leaders of this initiative.
