However, risks include potential over-reliance on partners and historical underutilization of assets, necessitating a balanced partnership model and an integrated national port strategy.

An integrated national port strategy is essential, positioning Colombo as a financial hub, Trincomalee for energy, and Hambantota for manufacturing. Prompt action is critical to avoid marginalization in the regional maritime economy.
