Troy Secures Grant for Sludge Management and Water Quality Improvement
Troy has obtained a state grant to address sludge contamination and improve compliance with environmental standards. The project aims to remediate Oil Mill Creek and manage wastewater residue in two lagoons, facing penalties for non-compliance.

Troy has received a state grant from the Environmental Facilities Corporation, requiring $10,000 in matching funds, to address sludge contamination in wastewater ponds. The project focuses on developing an engineering report to ensure compliance with environmental standards and remediate Oil Mill Creek, which has been affected by sludge discharges exceeding regulatory levels.
The study, coordinated by CDM Smith, aims to implement cost-effective water quality improvements. City officials are under a 2021 consent order from the state Department of Environmental Conservation due to past violations. The city is also awaiting essential parts for repairs to the Eddy's Lane Pump Station, which services 135,000 residents, with an estimated waiting period of six to nine months for fabrication.
