A report by Carbon Market Watch and the Land Matrix Initiative, set for release on April 30, 2026, reveals that the Sustainable Development Tool under the UN carbon market offers insufficient safeguards for indigenous communities. It identifies 426 projects with a high risk of infringing on customary land rights, while 319 additional projects are in close proximity.
Key failures of the tool include its limited scope of consent requirements and lack of enforcement mechanisms, which could lead to human rights violations. Recommendations include aligning the tool with international human rights standards and expanding consent requirements. The upcoming Supervisory Body meeting from May 18-21 is critical for reviewing these provisions.
