U.S. Navy Plans $3.11 Billion for 47 Uncrewed Surface Vessels by 2031
The U.S. Navy aims to develop 47 Medium Uncrewed Surface Vessels (MUSVs) by 2031, investing $3.11 billion to enhance its operational capacity in the Indo-Pacific region. This strategic shift towards unmanned platforms seeks to mitigate risks to crewed warships posed by advanced Chinese anti-ship missiles.

The U.S. Navy's construction plan includes 47 MUSVs, with an investment of $3.11 billion by 2031, expanding the fleet from 39 to 95 vessels over several years. Each MUSV will measure 59 meters and weigh 500 tons, operating autonomously with interchangeable mission modules for diverse tasks such as reconnaissance and electronic warfare.
The introduction of MUSVs is a significant shift from traditional reliance on manned ships, as these unmanned vessels are designed to operate in high-risk environments where crewed ships would be vulnerable. The first deployment of MUSVs is scheduled with the Theodore Roosevelt Carrier Strike Group in 2026, enhancing naval presence in contested areas.
The Navy also plans to integrate 16 XLUUV drones into its operations by 2031, further expanding its unmanned capabilities. However, legal and operational concerns regarding autonomous weapon systems remain unresolved, particularly regarding rules of engagement and accountability.
