Effective July 1, Victor Mayor Will Frohlich will resign following a recall petition initiated by the Victor Watchdogs, which has gained sufficient signatures for a special election. Frohlich cited the ongoing dispute with Driggs over wastewater treatment and expressed the need for Victor to develop its own treatment plant, despite Driggs being obligated to handle Victor's wastewater until 2041.
The Idaho Conservation League has ranked Driggs' wastewater facility among the state's poorest performers, with significant violations reported in recent years. The Victor City Council will appoint Council President Stacy Hulsing as acting mayor and discuss subsequent steps. This leadership change may shift the focus on regional wastewater management, impacting both communities' environmental strategies.
