West Virginia Audit Reveals DoHS Unprepared for Medicaid Federal Changes
An audit by BDO USA highlights West Virginia's Department of Human Services is unprepared for federal Medicaid changes. With potential savings of nearly $20 million identified, the DoHS needs substantial investment and multi-year technology contracts to modernize its systems.

West Virginia's Department of Human Services (DoHS) faces significant compliance challenges with upcoming federal Medicaid policy changes, as revealed in a recent audit by BDO USA commissioned by Governor Patrick Morrisey. The audit indicates that the current Medicaid eligibility system is largely manual and lacks automation, leading to inefficiencies costing nearly $20 million due to outdated technologies.
DoHS Acting Secretary Christina Mullins emphasized the necessity for multi-year contracts with technology firms to address system deficiencies. The U.S. Department of Health and Human Services has warned of severe penalties for non-compliance with new eligibility requirements, potentially impacting state operations and budget planning.
