Zimbabwe Advances Climate Change Management Act of 2025
The Zimbabwe Climate Change Management Bill H.B. 5 of 2025 is at the second reading stage, aiming to regulate greenhouse gas emissions and enhance climate change mitigation. Compliance with the upcoming law is critical for stakeholders, as it will align local policies with international climate agreements and obligations, impacting national adaptation and resilience strategies.

The Zimbabwe Climate Change Management Bill H.B. 5 of 2025 is positioned to establish a regulatory framework for climate change mitigation, expected to serve as the cornerstone for compliance with international agreements such as the Paris Agreement and the Montreal Protocol. The legislation will unify existing environmental statutes, facilitating carbon markets and establishing a National Climate Fund with an estimated USD 19 billion requirement for its rollout.
The Ministry of Environment, Climate and Wildlife will oversee implementation, supported by various units focused on emissions tracking and compliance. While the Act aims to enhance the carbon credit market, Zimbabwe's current performance in this sector is lacking compared to regional peers, necessitating confidence-building measures for stakeholders. As the nation prepares for the law's enactment, businesses should proactively assess their emissions to ensure compliance and leverage potential incentives.
