Amiral Industrial Wastewater Treatment Project Secures $500 Million Financing in Saudi Arabia
The Amiral Industrial Wastewater Treatment & Reuse Project in Jubail, Saudi Arabia, has secured $500 million in project financing from a group of investors, including CITIC Holding IF Group. This facility, one of the largest industrial water reuse complexes in the Middle East, will treat approximately 8.8 million cubic meters of wastewater annually and support the Amiral petrochemical complex. The project reached financial close in early 2026 and is currently under construction, led by Marafiq with technology and operational management by Veolia.

The Amiral Industrial Wastewater Treatment & Reuse Project (IWWTP) in Jubail, Saudi Arabia, has obtained a $500 million senior secured financing package from a consortium that includes CITIC Holding IF Group. The facility, which will treat around 8.8 million cubic meters of wastewater annually, aims to support the Amiral petrochemical complex and the wider Jubail industrial district.
Financial close was achieved in early 2026, and construction is underway. Marafiq leads the project consortium, with Veolia responsible for technology supply and long-term operations management. The financing structure is non-recourse, aligning with CITIC's investment-grade assessment and ESG framework.
