ARSP Mandates 50% Market Share for Congolese Subcontractors in RDC Transport Sector
The ARSP has mandated that transport companies in the Democratic Republic of the Congo (RDC) must allocate 50% of their contracts to local subcontractors. This regulation, linked to the ministerial decree from December 2024, aims to bolster the presence of Congolese transporters in a market with significant export volumes.

The ARSP's directive requires transporters departing from the RDC to assign 50% of their contracts to eligible Congolese subcontractors, aiming to increase local participation in the mining transportation sector. This decision aligns with ministerial decree n° VPM/MTVCD/CAB/039/2024, reflecting a market where Congolese transporters are minimally involved despite annual exports estimated at 3 million tons of copper and 200,000 tons of cobalt.
A 60-day moratorium has been granted for compliance, with immediate contract termination for non-compliance. This initiative seeks to enhance local employment and establish a robust middle class in line with President Félix Tshisekedi's vision.
