Bacolod City and Nice Hold Public Hearing for Waste-to-Energy Component in Solid Waste Management Plan

On March 17, 2026, Bacolod City Government and the Negrosanon Initiative for Climate and the Environment (Nice) conducted a public hearing to integrate a waste-to-energy (WTE) component into the 10-year solid waste management plan (2024-2033). Mayor Greg Gasataya highlighted the necessity of open dialogue in governance.

A memorandum of agreement with the Department of Energy was signed in January 2026 to implement WTE. The Bacolod Integrated Recycling Technology Hub (Birth Ecopark) will be built on a 25.7-hectare site.

The initiative aims to address waste management challenges while prioritizing safe WTE technologies, with Nice advocating against thermal methods due to public health risks. Key stakeholders, including government agencies and civil society organizations, participated in the discussion.
