Baguio's Hydroelectric Plant Upgrade Requires Tuba's Approval

Baguio City is reviewing a public-private partnership proposal from Repower Energy Development Corp. that seeks to modernize hydroelectric power plants situated in Tuba, Benguet. The proposal, valued at P1.27 billion, aims to increase production capacity from 4.3 MW to 9.4 MW.
Since ceasing operations in 2012 due to regulatory issues, these plants have remained idle, and the council must decide on the proposal by July 17. Tuba has expressed concerns regarding territorial rights and legal implications of service contracts held by Repower.
The committee advocates for collaboration with Tuba and local property owners regarding the hydroelectric facilities. The partnership may also need to address land titles related to the plants.
