Public opposition centered on concerns about long-term impacts, traffic, and infrastructure, leading to the failure of a motion by Councilwoman Nancy Lehman to approve the annexation. A public participation meeting is scheduled for January 27 at Baldwin City Hall to gather community input before the council reconsiders the ordinances.

The Baldwin City Council tabled the first readings of annexation and zoning ordinances for a Cook Construction development on Ga. 365 during a contentious meeting. The project involves nearly 110 acres, with 88.4 acres proposed for annexation.
Councilwoman Nancy Lehman's motion to approve the annexation failed, and public opposition focused on potential long-term impacts, traffic, and infrastructure concerns. Cook Construction attorney Vince Fitzgerald clarified that the proposal excludes residential developments and data centers. The council plans to hold a public participation meeting on January 27 at Baldwin City Hall to gather community input before reconsidering the ordinances.
