Baltimore County Council Proposes Moratorium on Data Center Permits Amid Legislative Scrutiny
Baltimore County Councilman Pat Young has proposed a moratorium on data center permits until January 1, 2027, to allow the planning board to review regulations amid concerns over environmental and economic impacts. This initiative coincides with a Maryland General Assembly study on data center effects, prompting local legislators to call for a comprehensive management plan. Currently, no new data center permits have been filed in the county.

Baltimore County Councilman Pat Young has introduced legislation to impose a moratorium on data center permits until January 1, 2027, while the planning board reviews existing regulations and submits recommendations by October 1, 2026. This proposal follows growing concerns over the environmental and economic impacts of data centers, particularly with plans for a 150 MW facility on a 42-acre site in Woodlawn and rising energy costs.
The Maryland General Assembly has mandated a study on data center impacts, which has led to local legislators urging a comprehensive management plan. Young emphasizes the need for a proactive approach to ensure that data center development considers community impacts and infrastructure needs. No permits for new data centers have been filed in the county as of now.
