BEE Drafts Operational Procedures for Renewable Consumption Obligations Compliance

The Bureau of Energy Efficiency (BEE) has released draft operational procedures for designated consumers to meet renewable consumption obligations (RCO). The Ministry of Power set an RCO target of 43.33% by the financial year 2030.

Consumers can meet RCO through captive generation, requisition from distribution companies, and power from green hydrogen or ammonia projects. Compliance can also be achieved via open access renewable energy or stored renewable energy from systems like battery storage.

Corporates can aggregate compliance across multiple designated consumers under a holding company. Distribution companies (DISCOMs) can meet RCO by sourcing green energy or through captive generation from non-fossil sources.

Quarterly compliance reports must be submitted to the state-designated authority. Annual verification of compliance is required from accredited agencies for all designated consumers and distribution licensees.
