Brazil's MCom Unveils National Plans for Submarine Cables and Edge Data Centers
The Brazilian Ministry of Communications (MCom) is planning a comprehensive national strategy for submarine cables, data centers, and digital inclusion aimed at reducing bureaucracy and enhancing digital sovereignty. Key initiatives include a streamlined licensing process and the establishment of edge data centers across the country.

The Brazilian Ministry of Communications is developing a national strategy to enhance digital infrastructure over the next five to ten years. This involves a National Plan for Submarine Cables and a National Plan for Data Centers, focusing on reducing bureaucratic hurdles in infrastructure installation and maintenance, particularly for submarine cables.
A 'single counter' licensing system is proposed to facilitate approvals across federal, state, and municipal levels. Additionally, the government aims to establish coastal submarine cables linking key coastal cities.
Plans include recognizing data centers as critical national infrastructure, ensuring they receive security protections. The National Digital Inclusion Plan, set to be finalized soon, will address digital literacy and economic access. Approximately 70% of the Brazilian population lacks basic digital skills, highlighting the urgent need for these initiatives.
