Burkina Faso's Digital Transformation Efforts Amidst Literacy Challenges
Burkina Faso's PACT Digital project, with a budget exceeding 98 billion FCFA, aims to enhance digital services and connectivity. The initiative addresses significant challenges, including digital illiteracy and infrastructure gaps that hinder effective technology adoption.

The PACT Digital project in Burkina Faso, backed by the World Bank and the government, is set to accelerate digital transformation across various sectors. Spanning from 2021 to 2030, it includes twelve priority initiatives aimed at improving public service delivery and enhancing digital skills.
The project seeks to connect 750 underserved areas by 2027 while combating digital illiteracy, a significant barrier to effective technology use. The government plans to establish two data centers with a total storage capacity of around 3,000 terabytes.
Despite high mobile penetration rates, the general public often utilizes digital tools for entertainment rather than practical applications. The ongoing digital gap and literacy issues may impede the success of these initiatives.
