Canada's Starsailor Launch Demonstrates Need for Sovereign Space Launch Capability
In August 2025, Concordia University students launched the Starsailor, Canada's first liquid-fuel rocket in nearly 30 years, from Mistissini, Québec. While it did not reach space, it demonstrated Canada's technical capability for launch activities.
However, Canada lacks a regulatory and commercial framework to support launch operations at scale, impacting strategic, economic, and operational aspects. As reliance on foreign launch providers increases amid geopolitical shifts, a domestic launch capability could enhance certainty for Canadian operators regarding timelines and risk allocation.
This capability is crucial as Canada commits to international missions, including Canadarm3 and a lunar rover. A credible launch framework is needed, potentially through a dual-track licensing system. Government involvement is essential to establish demand and reduce investment risk. A Canadian launch strategy should align with international partnerships while ensuring compliance with sustainability standards.
