Capt. Matvay Takes Over Leadership of Navy's Shipyard Infrastructure Optimization Program
Capt. David M. Matvay has succeeded Capt. Luke B. Greene as the program manager for the Navy's Shipyard Infrastructure Optimization Program (SIOP). The program aims to enhance shipyard capacity and infrastructure to support the Navy's nuclear-powered fleet maintenance, having executed $6.3 billion in construction projects since 2018.
Capt. David M. Matvay has assumed the role of program manager for the Navy's Shipyard Infrastructure Optimization Program (SIOP), succeeding Capt.
Luke B. Greene. Under Greene's leadership, SIOP delivered 38 facilities projects valued at $731 million and 161 items of industrial equipment worth $326 million, with a total construction execution of $6.3 billion.
SIOP focuses on modernizing the Navy's four public shipyards, having completed over 50 projects worth nearly $1.7 billion since 2018, and has around 40 additional projects valued at nearly $7 billion under contract. These projects include new dry docks and upgrades to existing facilities to improve operational efficiency and support future classes of submarines and aircraft carriers. The program aims to reduce the average age of shipyard assets from over 20 years to 10 years, addressing critical maintenance needs for the Navy’s fleet.
