Carrollton Council Approves Bond Refinancing for Wastewater Plant Upgrade
The Carrollton Town Council has approved a bond refinancing proposal to finance improvements to its Wastewater Treatment Facility. This decision comes as the USDA has delayed project progress and the town cannot utilize reserve funds for this multi-million dollar initiative.

During the council meeting on July 6, the Carrollton Town Council approved a proposal to refinance bonds to fund improvements to the city's Wastewater Treatment Facility. The project has faced delays from the USDA, which has prevented the use of reserve funds.
If USDA allows the use of reserves in the future, the plan may shift back to that option. Additionally, the council reviewed the 2025 year-end audit and approved a lease agreement for the Carroll County Fair. An ordinance for an intergovernmental cooperative agreement with Carroll County was also added to the agenda to support the YMCA in pursuing a CDBG grant.
