Challenges in Developing Critical Mineral Projects in Québec
Despite government commitments to support critical mineral development, projects in Québec face significant delays. Administrative processes hinder timely approvals, impacting the mining sector's attractiveness and investment potential.

The federal Ministry of Natural Resources has initiated programs totaling CAD 3.5 billion to support new mining developments, yet many projects remain stalled in the study phase. NMG plans to decide soon on constructing a graphite mine in Saint-Michel-des-Saints and a graphite processing plant in Bécancour, with production projected to start in 2028.
Administrative delays have hindered project progression, as highlighted by Maxime Guilbault from PwC Canada, which contributed to Québec's ranking as the 22nd most attractive mining investment territory for two consecutive years. The province's vast, remote territories complicate access to essential infrastructure, raising project costs significantly. Moving forward, Québec must improve its regulatory environment to attract foreign investment needed for large-scale projects.
