China's 2025 Energy Law Incorporates Hydrogen Energy, Fuels Industry Growth with Major Policies
China's revised Energy Law, effective January 1, 2025, integrates hydrogen energy into its national energy management system, lifting previous restrictions and fostering industry growth through over 20 new policies. The government allocated more than 2.3 billion yuan for fuel cell vehicle demonstrations and emphasized hydrogen vehicle standards in its transportation action plan. Additionally, initiatives for clean hydrogen technology development and significant funding for energy conservation were announced, aiming to enhance the hydrogen sector across various applications.

On January 1, 2025, China's revised Energy Law officially integrated hydrogen energy into the national energy management system, addressing previous approval restrictions. The Ministry of Finance allocated over 2.3 billion yuan for fuel cell vehicle demonstrations.
Over 20 policies promoting the hydrogen energy industry were issued in 2025. The Ministry of Transport's 'Action Plan for Improving Transportation Standards (2024-2027)' emphasized hydrogen vehicle standards and infrastructure.
The Ministry of Industry and Information Technology announced initiatives for clean hydrogen technology development and identified key hydrogen-related achievements. The 'Green Technology Promotion Catalogue (2024 Edition)' listed hydrogen technologies for promotion.
Funding for energy conservation exceeded 13.5 billion yuan, with significant allocations for fuel cell vehicle applications. The National Development and Reform Commission set renewable energy consumption targets, incorporating hydrogen production. Various departments promoted hydrogen in transportation, storage, and clean energy initiatives, aiming for significant advancements in the hydrogen sector.
