On February 2, 2024, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the National Development and Reform Commission, and the State Administration for Market Regulation released 73 recommended group standards for carbon footprint accounting, including hydrogen. On June 4, 2024, the Ministry of Ecology and Environment and 15 other departments issued an 'Implementation Plan on Establishing a Carbon Footprint Management System.'
This plan aims to enhance carbon footprint management, create general rules for product carbon accounting, and develop standards for key products such as hydrogen, electricity, steel, and new energy vehicles. The approach involves piloting group standards before transitioning them into industry or national standards, prioritizing products with established implementation foundations for adoption.
