Clay Board Considers Local Laws Impacting Construction and Energy Development
The Town of Clay is reviewing multiple local laws aimed at managing growth, including noise regulations for Micron's chipmaking facility and a moratorium on battery storage applications. These measures could significantly influence local construction activities and energy infrastructure development.

On April 6, the Town of Clay Board will evaluate several local laws impacting growth and development. Proposed Local Law No. 2 of 2026 seeks to exempt construction in Industrial 2 zones from existing noise restrictions, potentially allowing round-the-clock construction at Micron Technology's semiconductor facility.
Additionally, Local Law No. 4 of 2026 would impose a six-month moratorium on new battery energy storage system applications to address safety and environmental concerns. Furthermore, Local Law No. 3 of 2026 requires gas stations in shopping centers to obtain special permits, enabling more thorough reviews of traffic and environmental impacts.
