Clevengers Corner Commercial Development on Hold Pending Tenant Commitments

Commercial development at Clevengers Corner is stalled as developers await tenant commitments, despite existing infrastructure. The project, known as Stonehaven Town Center, aims to provide 77,500 square feet of retail and service space for the nearby residential community.

Construction delays are due to the absence of signed tenants, while residential building in the Stonehaven neighborhood continues. Several retail pad sites are prepared, including plans for a 10,500-square-foot building and a drive-thru bank, but no tenants have been announced.

The project is being developed in phases to align with market demand. Proffers have been amended to prohibit data centers and heavy industrial uses, with an emphasis on mixed-use development. Future commercial construction beyond 2026 will rely on leasing activity and site plan approvals. Concerns regarding industrial development have been addressed, but development pressures remain in Culpeper County, including proposed transmission upgrades by Dominion Energy.
