Completion of $33 Million Expansion at Horsethief Canyon Water Reclamation Facility in California

The Horsethief Canyon Water Reclamation Facility in Temescal Valley, California, has completed a $33 million expansion, increasing its wastewater treatment capacity from 0.5 million gallons per day (MGD) to 0.8 MGD. This upgrade will service around 1,200 homes as local development continues.

The project, managed by Elsinore Valley Municipal Water District (EVMWD), is a significant public-private partnership with 65% of funding from private sources. It employs membrane bioreactor (MBR) technology for efficient treatment and is designed for non-potable water reuse, such as landscape irrigation. Carollo Engineers acted as program manager for the project.
