Completion of $33 Million Expansion at Horsethief Canyon Water Reclamation Facility in California
The Horsethief Canyon Water Reclamation Facility in Temescal Valley, California, has undergone a $33 million expansion, increasing its treatment capacity from 0.5 million gallons per day to 0.8 million gallons per day. The upgrade will provide wastewater service for approximately 1,200 homes and supports regional growth. The project was delivered for Elsinore Valley Municipal Water District and was the first to utilize a design-build approach, with 65% of costs privately funded.

The project, managed by Elsinore Valley Municipal Water District (EVMWD), is a significant public-private partnership with 65% of funding from private sources. It employs membrane bioreactor (MBR) technology for efficient treatment and is designed for non-potable water reuse, such as landscape irrigation. Carollo Engineers acted as program manager for the project.
