Conroe City Council Denies Mustang Express Pipeline Survey Access at Wastewater Treatment Plant
Conroe City Council voted on March 12 to deny Mustang Express Pipeline access to survey city-owned land at the Southwest Wastewater Treatment Plant. The decision follows concerns about the project details and compliance with a new pipeline ordinance adopted in October 2025. Mustang's proposed pipeline would transport natural gas from Colorado and Waller counties to the Port Arthur LNG II facility, with an estimated construction timeline from 2028 to 2029.

On March 12, 2026, Conroe City Council denied Mustang Express Pipeline's request for survey access to the Southwest Wastewater Treatment Plant. City staff cited insufficient information and concerns over project details, referencing issues related to the earlier Blackfin compressor station.
Mustang's proposed 240-mile pipeline aims to transport natural gas to the Port Arthur LNG II facility and includes extensive infrastructure. Construction is projected to start in Q1 2028 and finish by Q3 2029, with expected tax revenues of $82 million during construction and $96 million annually once operational. A new pipeline ordinance mandates increased oversight on such projects.
