The Public Service has recommended the award of an $815.48 million contract to Red River Biosolids Partners for the construction of Biosolids Facilities at the North End Wastewater Treatment Plant. This project aims to replace aging infrastructure and increase capacity to support Winnipeg's growth while adhering to environmental regulations.
The facilities are expected to begin processing biosolids by October 2030, with substantial completion anticipated by March 2031. Additionally, the project could contribute $620.8 million to GDP and create 3,770 person-years of employment in Manitoba. It will also be the first City project to implement the 2022 social procurement directive, promoting diversity in construction roles.
